The report mentioned that Google and other online platforms have been accused of earning a lot of money from news content without giving any of the earnings to the people who create it.

In 2019, the European Union made a new copyright rule called “neighbouring rights,” which lets print media ask for payment when their content is used. France was a test for this rule. At first, Google and Facebook didn’t want to pay, but later they agreed to pay some French media for articles shown in web searches.
In 2022, regulators agreed with Google to talk fairly with news groups. According to the agreement, Google must give news organizations a clear offer of payment within three months if they complain about copyright issues.

Google didn’t give publishers and news agencies a way to say they don’t want their content used, which made it hard for them to ask for payment. The watchdog said Google agreed not to argue about the facts and suggested some changes to fix the problems the authority found.
